Obama hopeful of passing new gun control measures in 2013

WASHINGTON (Reuters) - President Barack Obama said in an interview broadcast on Sunday he hopes to get new U.S. gun control measures passed during the first year of his second term and is skeptical of a proposal by the National Rifle Association (NRA) gun lobby to put armed guards in schools.

Obama assigned Vice President Joe Biden to lead a task force to come up with proposals on guns at the beginning of 2013 after the massacre of 20 children and six adults by a gunman at an elementary school in Newtown, Connecticut, this month.

"I'd like to get it done in the first year. I will put forward a very specific proposal based on the recommendations that Joe Biden's task force is putting together as we speak. And so this is not something that I will be putting off," Obama told NBC's "Meet the Press" in an interview taped on Saturday.

"I am not going to prejudge the recommendations that are given to me. I am skeptical that the only answer is putting more guns in schools. And I think the vast majority of the American people are skeptical that that somehow is going to solve our problem," he said.

The influential NRA has said new gun laws are not a good answer and has called for some form of armed guards to be present in all U.S. schools.

Obama, who said the shooting was the worst day of his presidency, attended a memorial service for the Newtown victims and promised he would take swift action to prevent further massacres like that one from being repeated.

The president has faced criticism for failing to take on the gun lobby after other mass shootings that have occurred during his time in office. While bristling at the criticism, the president has indicated that this time something will get done.

"I'm going to be putting forward a package and I'm going to be putting my full weight behind it. And I'm going to be making an argument to the American people about why this is important and why we have to do everything we can to make sure that something like what happened at Sandy Hook Elementary does not happen again," he said in the interview.

"And the question then becomes whether we are actually shook up enough by what happened here that it does not just become another one of these routine episodes where it gets a lot of attention for a couple of weeks and then it drifts away. It certainly won't feel like that to me."

Gun control is a divisive issue in the United States, where the right to bear arms is enshrined in the Constitution, and the NRA has significant political sway.

Proponents of tighter gun laws hope that not having to run for re-election again will give Obama a strengthened hand, but any legislative measures would have to pass the Republican-controlled House of Representatives, which has been reluctant to support initiatives proposed by the Democratic president.

(AP) ? A car bomb targeting a bus carrying Shiite Muslim pilgrims killed 19 people in southwest Pakistan, officials and eyewitnesses said.

Earlier Sunday, 21 tribal policemen believed to have been kidnapped by the Taliban were found shot dead in Pakistan's troubled northwest tribal region, government officials said.

Reports conflicted about whether the car bombing was a suicide attack or the device was detonated remotely.

Pakistan has experienced a spike in killings over the last year by radical Sunni Muslims targeting Shiites, whom they consider heretics. The violence has been especially pronounced in Baluchistan province, where the latest attack occurred.

In addition to the 19 people killed in the bombing in Baluchistan's Mastung district, 25 others were wounded, many of them critically, said Tufail Ahmed, a local political official. The blast destroyed the bus and damaged a nearby bus also carrying Shiites.

Ahmed and a person who was riding in the second bus, Mohammed Ayan Danish, said the attack was carried out by a suicide bomber.

The bomber "rammed a small car into the first bus, which contained 43 pilgrims," said Danish.

But Akbar Durrani, the home secretary in Baluchistan, said the explosion was caused by a car packed with explosives that was parked beside the road and detonated by remote control.

The pilgrims who were targeted were headed to Iran, a majority Shiite country that is a popular religious tourism destination, Ahmed said.

Shiites make up around 15 percent of Pakistan's 190 million people. Baluchistan has the largest community, mainly made up of ethnic Hazaras, identifiable from their facial resemblance to Central Asians.

An escalation in recent years of Sunni extremists' attacks against Shiites in Pakistan has been fueled mainly by the group Laskar-e-Jangvhi, aligned to Pakistani Taliban militants in the tribal region. More than 300 Shiites have been killed in Pakistan this year, according to Human Rights Watch.

The violence has pushed Baluchistan deeper into chaos. The province was already facing an armed insurgency by ethnic Baluch separatists who frequently attack security forces and government facilities. Now the secessionist violence has been overtaken by increasingly bold attacks against Shiites.

The sectarian bloodshed adds another layer to the turmoil in Pakistan, where the government is fighting an insurgency by the Pakistani Taliban and where many fear Sunni hard-liners are gaining strength. Shiites and rights group say the government does little to protect Shiites and that militants are emboldened by their perceived links to Pakistan's intelligence agencies.

The 23 policemen went missing before dawn Thursday when militants armed with rocket-propelled grenades and automatic weapons attacked two posts in Frontier Region Peshawar. Two policemen were killed in the attacks.

Militants lined the policemen up on a cricket pitch late Saturday night and gunned them down, said another local official who spoke on condition of anonymity because he was not authorized to talk to reporters.

Also Sunday, two Pakistani army soldiers were killed by a roadside bomb in the North Waziristan tribal area, the main sanctuary for Taliban and al-Qaida militants in the country, security officials said, speaking on condition of anonymity in line with official policy.

U.N. Secretary-General Ban Ki-moon condemned the escalating violence, especially the continuing targeting of religions minorities, U.N. spokesman Martin Nesirky said.

"These cruel acts of violence cannot be justified by any cause or grievance," Ban's spokesman said. "Their perpetrators should be brought to justice."

The secretary-general stressed the U.N.'s solidarity and support for the government and people of Pakistan and "their efforts to defend their country's institutions and freedoms in the face of the scourge of terrorism," Nesirky said.

Use of Career Education and Occupation Information Services in

Boosting Enrolment into Vocational and Technical Education

Programs in Nigeria

The authors has discussed about to address issues of youth unemployment, poverty and international competitiveness in skills development towards current and projected opportunities and challenges. Numerous reforms in vocational and technical education programs over the years, they still remain greatly detested by students and parents in Nigeria as evidenced in low enrolment when compared with sciences, engineering, banking and finance, and medicine.

The authors was also describe that technical and vocational education in Nigeria is so misconstrued that it has become extremely difficult in management perspective, to administer the program to meet societal ever changing needs. Presently, the program is bedeviled by many challenges that hinder the realization of its objectives as specified by the National Policy on Education of Federal Government of Nigeria (2004). One of these challenges is low enrolment. It is the concern of that enrolment into technical and vocational programs may be low not because Nigerian youths are lazy nor do not want to use their hands to work. But it may be because many Nigerians do not fully understand the benefits, scope and content of the program and lack of vocational or career education and occupation information services to students while in or out of schools.

The authors also mentioned that many of them make choices without proper understanding of their abilities, interests and attitudes. Most of the young people are said to select occupations like medicine, engineering, accounting mainly because of the positions and prestige attached to the job and not necessarily as a result of conscious assessment of the individual?s interests and abilities. Therefore, career education may be a veritable means of providing career awareness and information services to students in order to improve enrolment in vocational and technical education in Nigeria. Students, parents and the society at large look unto the school to help the adolescents and youth make career decision based on realistic abilities, interests and availability. Therefore, it is required to use of career education and occupation information services in boosting enrolment in vocational and technical education programs in Nigeria.

In addition, from the author?s research, they are also identified some of the factors responsible for low enrolment in TVET in Nigeria which are:

1.? Poor Societal Perception: Many people are yet to understand the meaning, scope and content of vocational and technical education. Some view it as education for the handicapped or education for those who cannot cope with the sciences. (Osa-Edoh ,2008)

2.??? Poor Societal Attitude: The attitude of people towards vocational and technical education contributes to the problems in teaching the subject. It notes that in schools, the teacher could be teaching people who are not interested in the subject that is being taught. (Idialu, 2007).

3.???Elitism: Elitism could be described as the belief of a group in society that because of superior privileges, power and talent they tend to hold on to this belief through a system of education that will sustain this group?s interest. (Oviawe and Anavberokhai, 2008).

4.??? Poor Entry Level: Students who enroll in vocational and technical education programs are considered to have low aptitude. The technical schools find it hard to attract good students because there is a strong misconception that they are reserved for the never-to- do-wells and other negative by-products. Those admitted because they cannot find other things to do barely pass through the program because of poor aptitude and attitude. (Oviawe and Anavberokhai, 2008).

5.?? Lack of Recognition: There is a low recognition associated with manual labor in Nigeria. Unlike her counterparts in developed countries, the skilled craftsman does not enjoy the same recognition. (Oviawe and Anavberokhai, 2008).

6.????Discrimination against Graduates of Technical and Vocational Education: There is also the problem of unhealthy perception or discrimination against technical graduates. It was stated that this discrimination is virtually visible amongst graduates of technical schools (technical college, monotechnics, colleges of technology, polytechnics) and university graduates. Up till now, the former is being managed by National Board for Technical Education while the latter is under the supervision of National Universities Commission. countries, the skilled craftsman does not enjoy the same recognition (Ogidefa, 2010).

DISCUSSION

From the above, it shows that the TVET programmes in Nigeria are still not being acceptable by most of the people. Low prestige given to the TVET is the most factors that hinder the participation of the students to the TVET. Other factors like discrimination to the TVET programme, poor entry level to TVET, elitism, etc are also will become crucial if no actions taken to this issue. It is agreed that it was difficult to the government in enhancing or rebranding the educational systems especially TVET as it requires a lot of financial support and resources. However, due to the current globalization of the economy systems, the government of Nigeria needs to do something in promoting TVET as the economy will grow with the support from the TVET. The growth of the country is actually depending on how many unemployed in that country. The less number of unemployed, the more established the country. Few actions can be taken in promoting TVET like career conference, field trip, collaborating industrial training, providing career information center, etc.

Patents ? Utah company says it has aided, not hindered, research, care.

Tory Galloway thought her negative result on a widely-used test sold by Utah-based Myriad Genetics Inc. cleared her DNA as a cause for her fallopian tube cancer.

She happily advised her four sisters that the disease didn?t result from a family trait. The relief from the December 2010 test, though, was short lived. In October, after getting results from a broader scan at the University of Washington that included dozens of genes, she learned the truth: Her cancer was caused by a mutation that wasn?t included in the Myriad product.

"It makes me nuts to even think about it," said Galloway, a landscape designer in Indianola, Wash.

The broader test, created by University of Washington researchers, uses technology to identify as many cancer risks as possible. There?s one problem: Such a test can?t include the BRCA1 and BRCA2 genes that are the most common inherited causes for breast and ovarian cancer because Myriad owns the patents on them. This prevents other U.S. laboratories from using them in a commercial test.

In the mid-1990s, Myriad helped kick-start the gene-testing revolution by pinpointing the two BRCA genes. Now, the world?s biggest genetic testing company for breast cancer, with a market value of $2.2 billion, is under attack by researchers, genetic counselors, doctors, and their patients.

Besides stifling competitors from offering combination tests, including the BRCA genes, critics also said the company won?t share data from decades of testing that could aid research into how best to interpret screening. They said Myriad doesn?t adequately respond when other researchers find added BRCA mutations that address risks their current tests don?t cover.

"What is at stake is the way we want our health-care system to work," said Robert Cook-Deegan, a professor of public policy, biology, and medicine at Duke University in Durham, North Carolina, who supports limits on gene patents. "The testing has been set up by Myriad to optimize this business model. It is not set up to optimize public health outcomes."

The dispute, which has grown in intensity as more and more cancer-causing mutations are found, has spilled out of the laboratories and clinics into the U.S. Supreme Court. A ruling next year in a case challenging Myriad?s hold on the BRCA patents could either support the company?s profit-driven motives or redefine a nascent industry in a way that affects millions of dollars in revenue.

Myriad officials reject the criticisms, saying they offer faster, more accurate testing for harmful mutations in breast cancer genes than any other laboratory in the world, and that its patents haven?t hindered research or patient care.

"Myriad has never done anything to harm patients," CEO Peter Meldrum said during an interview at his company?s headquarters in Salt Lake City. "We have the most accurate results, we give the fastest results." There has never been a reported case in which Myriad wrongly told that a woman she had a cancer-causing mutation, he said.

Carol Mackoff, 70, a Chicago-based managing director for Rice Financial Products Co., says Myriad "saved my life."

Mackoff tested positive on a Myriad test for a BRCA1 mutation in 2002 after visiting an ovarian cancer prevention program at Northwestern Memorial Hospital in Chicago, she said in a telephone interview. Within weeks, she had her ovaries removed to prevent ovarian cancer, and later in 2009 had a prophylactic double mastectomy.

Without the Myriad test, "I would have had cancer," she said. "The fact that they developed these tests and gave me a tool to work with to allow me to prevent getting cancer, I owe them everything."

Faster, cheaper DNA testing is revolutionizing medical care. Nowhere has the impact been felt more strongly than in breast cancer. A woman who tests positive using Myriad?s tests carries as much as an 80 percent chance that she will get breast cancer in her lifetime. Testing helps women take charge of their medical future, providing options that can include preventative surgery and more extensive monitoring.

Widespread use of the tests has made Myriad an unabashed financial success. The company?s testing business, led by its flagship $3,340 BRCA product, carries an 87 percent gross profit margin that in fiscal 2012 generated $496 million in sales, according to Myriad.

That?s helped boost the company?s shares 30 percent this year.

AP source: US out of Central African Republic

(AP) ? The State Department is closing its embassy in the Central African Republic and ordering its diplomatic team to leave as rebels there continue to advance and violence escalates.

U.S. officials said the U.S. ambassador and about 40 others, including a number of Americans, were flown out of Bangui (bahn-GEE') on a U.S. Air Force C-40 headed to Kenya. The officials spoke on condition of anonymity because they were unauthorized to discuss the evacuation publicly.

Rebels have seized at least 10 towns across the sparsely populated north of the impoverished country, and residents in the capital of 600,000 people fear insurgents could attack at any time.

On Sunday, the State Department issued a warning recommending against travel to the country and authorized non-emergency personnel in Bangui to leave.

(AP) ? The 24-year-old son of former Pakistani Prime Minister Benazir Bhutto launched his political career Thursday with a fiery speech before thousands of cheering supporters observing the fifth anniversary of his mother's assassination.

Bilawal Bhutto Zardari's speech comes several months before national elections are expected to be held. He is too young to participate in the elections himself ? the minimum age is 25 ? but is likely to be a key asset for the ruling Pakistan People's Party. The party's popularity has plummeted since it took power nearly five years ago as the country has struggled with a weak economy and bloody Taliban insurgency.

Before dawn on the same day, dozens of militants armed with rocket-propelled grenades and automatic weapons attacked two tribal police posts in Pakistan's northwest, killing two policemen, officials said. Twenty-one other policemen are missing and presumed kidnapped.

Zardari was made chairman of the Pakistan People's Party after his mother's death but has mainly played a background role until now while he completed his studies at Oxford University in Britain.

"I want to tell you that thanks to God he has completed his studies, but now is the time of his training," his father, President Asif Ali Zardari, told the crowd of supporters Thursday in Garhi Khuda Bakhsh village in southern Sindh province, site of the Bhutto family mausoleum. "He has to study Pakistan, he has to learn from you and he has to work according to your thinking,"

The Bhutto family has played a prominent role in Pakistani politics for much of the country's 65-year history. Bilawal Bhutto Zardari's grandfather, Zulfikar Ali Bhutto, founded the Pakistan People's Party and served as both the country's president and prime minister in the 1970s. He was eventually hanged in 1979 after Gen. Zia ul-Haq seized power in a military coup.

Benazir Bhutto twice served as prime minister in the 1980s and 1990s but never completed a full term. Her governments were dismissed both times under the cloud of corruption allegations by presidents who were close to the country's powerful army. She was killed in a gun and suicide bomb attack on Dec. 27, 2007, shortly after returning from self-imposed exile to participate in national elections.

After her death, the Pakistan People's Party rode a wave of public sympathy to garner the most seats in the 2008 elections, and Asif Ali Zardari was elected president. But the popularity of both the party and the president has fallen significantly since then as the government has failed to address pressing problems, such as Pakistan's shortage of electricity and stuttering economy. The government has also struggled in its fight against the Pakistani Taliban, who have killed thousands of people in attacks throughout the country.

Rasul Bakhsh Rais, a political science professor at Lahore University of Management Sciences, said it was not a surprise that the Pakistan People's Party unveiled Bilawal Bhutto Zardari in an attempt to boost its fortunes in the upcoming elections, which are expected by June at the latest.

"This is Pakistan and dynastic politics is the norm," said Rais. "Bilawal is perhaps the only card left in the chest of the Pakistan People's Party."

Both Bilawal Bhutto Zardari and his father sought to whip up the emotions of the crowd Thursday by shouting "Long live Bhutto" and "Bhutto is alive." Many of the supporters waved the red, black and green flag of the Pakistan People's Party and held pictures of Benazir Bhutto and her father.

"If you kill one Bhutto, one thousand more Bhuttos will emerge," said Bilawal Bhutto Zardari.

He took a swipe at the judiciary, which has clashed with the current government, by asking why people arrested for suspected involvement in his mother's murder have yet to be convicted.

But some critics have questioned why Zardari has not done more to push forward the investigation during more than four years as president.

The president at the time of her death, Gen. Pervez Musharraf, blamed the Pakistani Taliban for the attack, and five suspected militants are facing trial for alleged involvement in the killing. The Pakistani Taliban have denied targeting Bhutto.

A Pakistani court issued an arrest warrant for Musharraf last year over allegations he played a role in the attack, which he has denied. Arrest warrants were also issued for two senior police officials accused of negligence in the assassination. Prosecutors accused one of the officials of failing to provide proper security for Bhutto and the other of cleaning the crime scene before evidence could be collected.

A U.N. investigation into the assassination said it could have been prevented and blamed all levels of government for failing to provide adequate security. It also accused intelligence agencies and other officials of severely hampering the investigation into those behind her murder.

The attack on the tribal police posts before dawn Thursday took place in the town of Darra Adam Khel in Khyber Pakhtunkhwa province, government officials said. The town is located near Pakistan's tribal region, the main sanctuary for Taliban militants in the country.

Security forces have launched an operation to try to recover the 21 missing policemen, said the officials, speaking on condition of anonymity because they were not authorized to talk to the media.

No group has claimed responsibility for the attack, but suspicion will likely fall on the Pakistani Taliban.
