Hi everyone, I'm starting a apparel line with my daughter's artwork, ultimate goal is to license her art to a girls clothing store. I'm having trouble finding reliable tshirt printers in my area (Contra Costa County) that can print white and do small runs. Wouldn't mind a small home printer, if they are reliable.
Would love any ideas or feedback. Thanks!

George Washington 'Presidential Library' Taking Shape At Mount Vernon

MOUNT VERNON, Va. -- George Washington's 1796 farewell address contained a stern warning to the nation about partisan politics, or the "dangers of faction" in the language of the founding fathers.

So, when a bipartisan group of U.S. senators was looking last fall to reach agreement on a plan to address the country's budget and deficit woes, it seemed only natural that they went outside the Capital Beltway and met at Washington's Mount Vernon estate, in hopes of finding inspiration in Washington's shadow.

It's the kind of meeting that the keepers of Mount Vernon hope to promote as they work toward completion of a $47 million National Library for the Study of Mount Vernon. The estate was to announce Friday that the library, now under construction, will open Sept. 27.

Sen. Mark Warner, D-Va., one of the members of the Gang of Eight who met at Mount Vernon in the fall, said it's an ideal place to meet and think about the long-term health of the republic.

"To be able to be in the quintessential American history site, and talk about where America is heading in the 21st century, is pretty cool," said Warner, who is sponsoring legislation to move the Presidents' Day holiday from the third Monday in February to Feb. 22, Washington's birth date. "I think we all understood the seriousness of what we were doing, but (being at Mount Vernon), boy, it sure did drive the point home."

The library will serve as a presidential library of sorts, with a few important distinctions from the dozen or so modern presidential libraries that operate under the auspices of the National Archives.

For starters, Mount Vernon has prided itself on never accepting government funding, and makes a point to emphasize that this library is not affiliated with the federal government, as modern presidential libraries are.

The planned library is not intended for visits by the general public. It is designed as a scholarly destination and a conference center for groups that see a benefit from soaking in the estate's historical vibe. Mount Vernon, which draws about a million visitors a year, has extensive exhibits open for public view, including a museum, orientation and education center that all opened in 2006, as well as the centerpiece mansion overlooking the Potomac River.

And the library is a project on a smaller scale than modern presidential libraries. Washington's library comes with a $47 million price tag, though Mount Vernon is raising $100 million to endow the ongoing operation of the library. Mount Vernon President Curt Viebranz says the estate has so far raised $93 million. Meanwhile, the George W. Bush Presidential Library, set to open May 1 in Dallas on the campus of Southern Methodist University, has a $250 million price tag and, at 225,000 square feet, is five times the size of the Mount Vernon library.

Lastly, modern presidential libraries, by law, inherit the documents and papers that presidents generated over the course of a term in office. Washington's papers scattered to the winds after his death and are considered some of the most valuable artifacts in American history. When documents and artifacts with a Washingtonian provenance make their way to auction, they fetch premium prices. Mount Vernon has been working in recent years to reacquire key papers when it can.

Washington himself had hoped to build a library to archive his personal papers, which he said with understatement "are voluminous and may be interesting."

Among the outstanding features of the library: a climate-controlled, oval-shaped vault that will house the estate's rare books ? basically the books that Washington himself owned and touched that the estate has been able to acquire.

Just 150 feet from the library proper is a 6,000-square-foot scholars' residence that will be home to seven researchers a year who will live there and study topics related to the founding father. The inaugural group of scholars, announced last month, includes researchers who plan to study Washington's role in shaping the Constitution, the plight of enemy prisoners in the Revolutionary War and Mount Vernon's role in sparking the historic preservation movement, among other topics.

Conference rooms that accommodate groups of 10 to 75 are built into the library, along with a leadership hall that will feature ultra high-definition video technology to allow the library to record seminars held there and make them available over the Internet.

Mount Vernon has a 200-seat auditorium, but it is ill-equipped for small and mid-size groups.

Viebranz said Mount Vernon's location, about 15 miles south of Washington, will appeal to conference organizers. It's close to the city and Washington Reagan National Airport, but just far enough out to feel like a getaway. And psychologically, it's worlds away from the us-vs.-them mentality that dominates the city named for the first president.

"It's hard for anyone to come here and not want to drop their gun belt at the door," he said.

Third-Party Residential Solar Surging in California; Nearly a Billion ...

Third party-owned solar installations have grown significantly in the past few years, and now represent more than half of new solar capacity in California and a handful of other states, according to Greentech Media. For residents, outright self-ownership might be more expensive up-front but could generate an overall higher return, but along with ownership comes decisions about maintenance and other issues, notes Stephen Torres, managing director of the PV Solar Report. With the third-party model, "all that other stuff is taken care of; someone will do it for you, and for lower overall cost."

Total solar energy systems in California rose 54 percent in 2012 to nearly 40,000, according to the PV Solar Report. In terms of contract dollar values, more than $1.2 billion of solar energy systems were sold, a 41 percent increase from 2011. Third-party owned solar delivered than $938 million to the California economy in 2012, an 86 percent jump from a year ago and roughly equaling the previous five years combined, according to their report.

San Diego, San Jose, and Bakersfield all reported more than 1000 total solar energy systems sold in 2012, and Los Angeles, Murrieta, and Temecula all doubled their total installations from a year ago.

Note what these communities have in common: a lot of sun, and high electricity prices. San Francisco is an outlier for the former, but certainly not the latter; it's also one of the bigger adopters of third party-owned solar.

Third party-owned solar system sales doubled to nearly 29,000, and now represent 74 percent of the state's home solar market, up from 56 percent of homeowners who went solar via the third-party route in 2011. San Diego, Murrieta, and Temecula, all tripled such systems from a year ago. Third-party sales are particularly favored in Clovis, Bakersfield, Fresno, and Murrieta, where they represented more than 80% of total systems sold in 2012.

"We are seeing notable growth across the board, with a particular emphasis on growth in median-income zip codes," explained Susan Wise, SunRun's 'consumer educator,' in an emailed response. "The concept that solar is limited to wealthy, coastal communities is a myth." (SunRun, of course, is among the vendors who provide such third-party solar services, from system ownership to maintenance to insurance.)

The wide adoption of third-party-owned solar systems are indeed taking a chunk out of the market of cash deals where the homeowner buys and owns the system), but not as extensively as expected, noted Torres. "We expected those to be cannibalized completely," he said, but cash sales have "really stayed the course."

Torres offered a peek inside the massive and granular master database, which tracks and compares solar systems at the city, installer, and component level. Another interesting correlation reveals the different marketing strategies among panel suppliers -- SunPower has the largest share of modules sold, and not by small margin, despite not having a presence among the top three installers who put in residential solar systems in California (SolarCity, Verengo, and REC). That illustrates the power of building a large installer network, as opposed to other panel brands which choose a price/volume strategy, he noted.

Obama's cybersecurity order explained

The president's executive order on cybersecurity is being praised by many because it says that ? in the event of a digital breach that could affect the nation's telecommunications, electrical, water, utility and other key infrastructure operations ? government agencies must share data with private industry as soon as they can.

Previously, government agencies were encouraged to do so, but this order on improving critical infrastructure cybersecurity requires it.

"Our enemies are also seeking the ability to sabotage our power grid, our financial institutions, and our air traffic control systems," President Barack Obama said in his State of the Union address Tuesday. "We cannot look back years from now and wonder why we did nothing in the face of real threats to our security and our economy."

'Near real-time sharing'
The order can broken down into two components. First, it expands what have been considered "voluntary" efforts to share information by federal agencies when there's been a breach or hack, to doing so in "near real-time sharing of cyber-threat information to assist participating critical infrastructure companies," such as utilities or telecommunications companies "in their cyber-protection efforts."

"The order says there shall be no cult of secrecy regarding security threats," Bart A. Lazar, data privacy and security attorney with Seyfarth Shaw LLC, told NBC News Wednesday.

"So, for example, if the federal government discovers, or becomes aware, that U.S. government facilities and computer systems are being hacked, or (there are) attempted hacks, in a particular way, they should let private industry members of the nation's critical infrastructure know so they can defend themselves properly."

A recent "zombie alert" practical joke highlights the importance of the systematic cooperation, says James Barnett, a retired U.S. Navy admiral and former chief of public safety and homeland security for the Federal Communications Commission. Hackers cracked the Emergency Alert System in Montana, warning citizens of attacking zombie hordes. Though it was not an act of terrorism, the false message, which spread to other states, demonstrates a real risk.

"Somebody hacked in and did a very good job of making it sound real," Barnett told NBC News. "The problem was bad computer hygiene. [Admins] didn't change the passwords, so it was easy for someone to break into it."

Better, stronger securitystandards
The second initiative in the president's mandate directs the National Institute of Standards and Technology, part of the U.S. Department of Commerce, to work with "critical infrastructure stakeholders" for the "development of a framework of cybersecurity practices to reduce cyber-risks to critical infrastructure."

The first thing NIST will take on will be gathering information from organizations on "their current risk management practices," including " standards, guidelines and best practices; and other industry practices," the agency said in a release Wednesday.

NIST will hold workshops "over the next several months to collect additional input and will complete the framework within one year."

What it doesn't mean
The executive order doesn't mean you'll personally be getting an alert when a government website has been hacked or information stolen from it.

"For the average American, some of this will run in the background," said Barnett, who is now with the Venable law firm, which specializes in intellectual property and regulatory affairs.

Evidence of a security breach "might show up as their computer running slow. Or maybe an individual gets contacted by their bank saying 'We need to send you a new debit or credit card because this one's been breached,'" he said.

The president's order also does not mandate companies that operate the nation's infrastructure to participate in kind by reporting breaches to the federal government. That issue is a contentious one, because it raises privacy concerns.

"The executive order certainly does not exclude a flow of information the other way, although it seems to maintain it as a voluntary thing," Jeffrey Hermes, director of the Digital Media Law project at the Harvard-based Berkman Center for Internet & Society, told NBC News.

Some legislation required
Gen. Keith Alexander, head of the U.S. Cyber Command, told reporters Wednesday that he considers the executive order "only a down payment on what we need to address the threat," and that it's "not a substitute for legislation."

But which legislation? Perhaps it's the Cyber Intelligence Sharing and Protection Act (CISPA), re-introduced Wednesday by Rep. Mike Rogers, R-Mich., and Rep. Dutch Ruppersberger, D-Md., but that may not pass easily.

According to a press release announcing the bill, the legislation aims to:

  • "Allow the Federal government to provide classified cyber threat information to the private sector to help American companies better protect themselves from advanced cyber threats;
  • "Empower American businesses to share cyber threat information with others in the private sector and enable the private sector to share information with the government on a purely voluntary basis, all while providing strong protections for privacy and civil liberties;
  • "Provides (sic) liability protection for companies acting in good faith to protect their own networks or share threat information."

Yet while the bill does seem to share certain goals outlined in the president's mandate, CISPA was shot down previously over privacy concerns, and is likely to meet fierce opposition again.

"CISPA once again allows companies to share sensitive and personal American Internet data with the government, including the National Security Agency and other military agencies," said American Civil Liberties Union legislative counsel Michelle Richardson, whose group nevertheless praises the president's executive order.

While it's perhaps easy for a president to mandate that government agencies report problems for the benefit of companies, the notion that companies should report problems for the benefit of the government comes with far more challenges and concerns.

Airline merger could squeeze some hub airports

CHICAGO (AP) ? A merged American Airlines and US Airways will carry more passengers around the world than any other, but even the biggest airline flying doesn't need eight hub airports on the ground.

That means amid the hoopla of Thursday's merger announcement, there are a few mayors, a handful of chambers of commerce leaders and lots of frequent flyers worried about what's to come. Expect their sales pitches to start soon about why their city should remain a hub.

"Nobody has that many hubs," said Robert Poole, an aviation expert and director of transportation policy at the Reason Foundation. "Eight hubs for the merged American would just not be sustainable ? too complex and not really meeting enough of the travel needs."

Hubs aren't just civic icons ? think Chicago's O'Hare or New York's John F. Kennedy Airport ? they are also major economic engines. The frequent flights to hundreds of destinations are an attractive enticement for executives deciding where to locate a business.

But while local governments can build airports to support hubs ? helping airlines come up with the billions of dollars needed for new terminals, parking garages and runways ? it's up to the airlines to set up homes inside. When an airline decides to leave town, the loss of hub status can erase the value of that investment, leaving behind empty terminals.

US Airways CEO Doug Parker says the combined airline will keep all eight hubs, but the results of past mergers suggest that's unlikely in the long run.

Whole terminals at Pittsburgh International Airport have been abandoned since US Airways began winding down its hub there in 2001. Thousands of jobs have vanished, and an airport that once served more than 20 million passengers a year had just 8 million last year.

Also in 2001, American Airlines parent AMR Corp. bought Trans World Airlines out of bankruptcy. It didn't take long for American to shut down TWA's hub in St. Louis, where officials had moved major roads and bulldozed hundreds of homes to build a $1.1 billion runway that's no longer needed.

"These are risks for cities, particularly when they do airport expansions based on having a large transfer hub," Poole said. "You get an airport configured for something that's way more than the size of your community justifies in terms of origin and destination traffic, and then if the hub goes away ? Whoops! You are really stuck."

In the shakeout of American's merger with US Airways, experts believe American's hubs in Chicago, Dallas-Fort Worth, New York, Los Angeles and Miami are likely to emerge as winners, if only because those markets can support a large amount of traffic on their own. That leaves US Airways' facilities in Philadelphia, Phoenix and, most especially, Charlotte, N.C., most at risk.

Roughly 60 percent of the 40 million travelers who pass through Charlotte-Douglas International Airport transfer to another flight, including direct flights to more than 30 destinations in Europe, Latin America and the Caribbean.

Airport officials said the city has prospered from hub status, with 8,000 new companies investing more than $5 billion in the area to create more than 78,000 jobs since the current terminal opened in 1982. Among them is Chiquita Brands International, which announced in 2011 it was abandoning Cincinnati in large part because of greater access to foreign flights from Charlotte. Cincinnati's airport had been hit hard by Delta's decision to shift flights to other hubs after merging with Northwest Airlines in 2007.

Charlotte-Douglass also benefits from its location outside of the Northeast Corridor, where congestion in New York and Philadelphia's overlapping airspace is a frequent problem.

But all of that may not be enough to ensure Charlotte's future, said Adie Tomer, an associate fellow at the Brookings Institution. With 1.8 million people, the city just isn't big enough.

"There's a lot of advantages to Charlotte, but they don't have the local base to fall back on, so they have to constantly incentivize the airline itself to keep flying through there," he said. "They just really have a connectivity that vastly outranks their metropolitan, economic standing."

The merger comes at a critical time for Philadelphia International Airport, which is about to begin a $6.5 billion expansion that includes a runway extension that will allow it to serve the biggest jets currently flying. Officials in Philadelphia have been preparing for the merger for months, getting ready to make a case for the combined airline to move some international air traffic from the American hub at New York's JFK.

"If the new airline would place some of those long-haul aircraft into Philadelphia, we might be able to gain access to those markets," airport CEO Mark Gale said.

The new airline will be based in Texas, near American's hub at Dallas-Fort Worth International Airport. That's already a loss for Phoenix, as US Airways was headquartered in suburban Tempe, Ariz.

While Arizona Gov. Jan Brewer says she has assurances from Parker, the US Airways CEO, that the company will keep most of its local jobs, some believe its airport would be downsized if the new airline decided to base its West Coast hub at the nearby and much larger Los Angeles International Airport.

Deborah Ostreicher, the deputy aviation director at Sky Harbor International Airport, said she's confident it can entice the airline to stay with low per passenger fees, more space and a willingness to expand facilities, as well as great weather, which means far fewer delays.

"And if they do cut service in some areas, again we have such a strong market here we're confident that another airline either existing or a new one that maybe hasn't come into the market ... would say, 'That looks like a good profit for us, let's come into Phoenix,'" she said.

Kidney cancer treatment for seniors questioned

In a stunning example of when treatment might be worse than the disease, a large review of Medicare records finds that older people with small kidney tumors were much less likely to die over the next five years if doctors monitored them instead of operating right away.

Even though nearly all of these tumors turned out to be cancer, they rarely proved fatal. And surgery roughly doubled patients' risk of developing heart problems or dying of other causes, doctors found.

After five years, 24 percent of those who had surgery had died, compared to only 13 percent of those who chose monitoring. Just 3 percent of people in each group died of kidney cancer.

The observational study only involved people 66 and older, but half of all kidney cancers occur in this age group.

Younger people with longer life expectancies should still be offered surgery, doctors stressed.

The research was discussed Tuesday in a telephone news conference sponsored by the American Society of Clinical Oncology and two other cancer groups.

In the United States, about 65,000 new cases of kidney cancer and 13,700 deaths from the disease are expected this year.

Newark mayor says beating, witness silence are "evil"

(Reuters) - Newark Mayor Cory Booker on Wednesday condemned the failure of witnesses to alert police after seeing a young man forced to strip naked and whipped over a $20 debt - violence revealed only after a cell phone video went viral on the Internet.

The two and a half minute video of the beating, which took place in Newark in August, got 40,000 views on YouTube before it was removed from the website, according to the Star-Ledger newspaper, which posted it on its own site.

"We have strong reason to believe there were others who saw this crime happen" but said nothing, never calling 911 or alerting police, the mayor said at a news conference on Wednesday to announce arrests in the case.

"In the face of evil, those who remain quiet are participants in that evil," Booker said.

The video shows the victim complying with a man's orders to strip naked, admit he owes $20 and repeatedly say "(It's a) dog eat dog world." The man then whips the victim, using a belt borrowed from another man, the video shows. Laughter from those watching the beating is heard throughout the video.

"This is not who we are. We are Newark, New Jersey. We do not tolerate this level of cruelty, of callous disregard for the dignity of humanity," Booker said at the press conference.
