China's Wen: government debt risk "controllable" (Reuters)

BEIJING (Reuters) ? China's Premier Wen Jiabao said the nation's government debt is at an "overall safe and controllable" level, that funding for key projects would be ensured and that applying the brakes to the problem would be done in a way to avoid systemic risks.

Investors have been worried by the scale of the debts built up by China's local governments, which some fear could threaten the stability of the banking system.

Wen's comments, reported in the official People's Daily on Monday, were made in a speech dating back to early January at the government's flagship financial work conference.

Wen pledged to contain and defuse local government debt risks and avoid the spread of financial risks.

"Currently, our government debt is overall safe and controllable," he said.

"We are taking the issue of managing local government debt very seriously. Through clean-ups and regulation, the trend of expanding investment vehicles has been effectively contained."

China's state audit office said earlier this month it had uncovered 530 billion yuan ($84 billion) worth of irregularities involving local government debt.

But the figure is a fraction of the 2 trillion-3 trillion yuan of sour loans economists believe are buried in the 10.7 trillion yuan of debt local governments had at the end of 2010.

ACTIVELY, APPROPRIATELY EASE RISKS

Wen said China "must both actively and appropriately ease financial and fiscal risks, and also ensure the funding needs of key construction projects approved by the government."

But he warned against a simplistic approach to local government investment.

"We cannot simplistically hit the brakes and use a one-size-fits-all approach, and must avoid turning localized risks into comprehensive, systemic risks," he said.

Wen also urged greater attention and controls on systemically important financial institutions.

"We must study standards for determination and a framework for assessing our country's systemically important financial institutions, and we must adopt more stringent oversight standards towards these institutions, enhancing external constraints on them," he said.

Wen also vowed to "break monopolies" against private capital participation in the financial sector, promising broad reforms to ownership and capital structures in banking, equities, insurance and other financial institutions that would encourage more private capital to flow into the financial services sector.

"Improving financial services for small businesses requires the reform, innovation and regulated development of financial institutions that come in different types and different sizes," he said, making clear there was a role for private credit in the economy, providing it was properly regulated.

In addition, Wen made the case for more market-based reforms to interest rates and credit pricing to enhance their roles, along with exchange rates, as price levers.

Wen said China should "accelerate nurturing of a market system for benchmark interest rates, guide financial institutions towards enhancing their risk price-setting capacities, and steadily advance marketizing reform of interest rates."

And he repeated the long-standing commitment to "further improve the renminbi exchange rate formation mechanism, strengthen the flexibility of the renminbi exchange rate in both directions, maintaining a basically stable renminbi exchange rate at a reasonable and balanced level."

China would push forward with yuan convertibility in an orderly manner and broaden the use of the currency in cross-boarder trade settlement, he added.

And Wen reiterated that the government would further diversify its huge $3.18 trillion foreign exchange reserves.

"We should explore a multi-layer investment channel for our foreign exchange reserves and further improve the skill of managing the reserve assets by steadily diversifying the investment to maintain safety, liquidity and preserve and increase its value," he said.

SUPPORT FOR ECONOMIC INNOVATION

The Premier said China's financial institutions must step up support for key areas of economic structural adjustment, for projects aimed at saving energy and reducing pollution, and for indigenous innovation.

Beijing has unveiled a slew of tax breaks to help cash-strapped small firms cope with rising costs and has also allowed them to issue more bonds and tap other sources of financing to ease the funding squeeze.

China's big four state-backed lenders are criticized by small and medium-sized business owners for directing the bulk of their lending capacity to major state-owned enterprises.

Bank lending in China is essentially rationed by the government, which sets an annual lending target and decides how much credit can be created in the economy.

China has set a target of 8 trillion yuan ($1.27 trillion) in new local-currency bank loans and 14 percent growth in broad M2 money supply for 2012, three sources familiar with government plans told Reuters earlier this month.

That marks a rise from 7.47 trillion yuan in new bank loans and annual M2 growth of 13.6 percent achieved in 2011, implying a further loosening of policy by the People's Bank of China to support the economy as growth loses steam and inflation cools.

Back on campaign trail, Santorum says daughter improving (Reuters)

COTTLEVILLE, Mo (Reuters) ? Republican presidential candidate Rick Santorum said on Monday that his three-year-old daughter was getting better at a hospital in Philadelphia, and he returned to the campaign trail in Missouri to try to boost his flagging White House bid.

Santorum left the campaign on Sunday, just two days before the important Florida Republican primary, to be with his daughter Issabella, hospitalized over the weekend with pneumonia.

His Missouri appearance was the first since then and he spoke to an overflow crowd at a community college in the St. Louis suburbs, thanking the supporters for "all your prayers" for his daughter.

"Bella," as the Santorum family calls her, was born with a genetic condition known as Trisomy 18. The condition often results in the death of the child.

Santorum told the crowd that his daughter had improved starting on Sunday. "She made a turn. She's gotten good," he said.

Santorum, the former Pennsylvania senator who won the Iowa caucuses over Republican frontrunner Mitt Romney, stressed economic issues during his Missouri stop.

Missouri, considered a crucial swing state on the November general election, has a presidential preference vote on February 7. Results will be used to recommend to party leaders who make the final decision on the makeup of the state Republican delegation to the nominating convention.

Republicans are not bound by the results of the "beauty contest" but several Santorum supporters said a good vote for their candidate could be used as a wedge to gain delegates.

The state party leadership has said that former Massachusetts governor Romney has the edge in the Missouri delegates sweepstakes. Santorum was the first of the remaining four candidates to appear in the state.

"In Missouri, you have an opportunity to send a message," Santorum said, drawing a standing ovation from about 300 people in an auditorium.

Another 200 enthusiasts were turned away but heard some comments from the candidate through a bullhorn before he left for another event in Nevada.

Santorum is trailing behind Romney and former U.S. House of Representatives Speaker Newt Gingrich in Florida.

(AP) ? A Dutch extraction firm says it will take between two to four weeks to safely remove the oil from a wrecked cruise ship off Italy's Tuscan coast.

The firm Smit, of Rotterdam, Netherlands, said Tuesday the search operation for the missing 29 people has the first priority and a survey of the ship must take place before the extraction begins.

However, officials say the two operations can go on in tandem and the fuel extraction operation could begin as early as Wednesday if approved by Italian officials.

Italy's environment minister has warned of an ecological crisis if the oil spills off the island of Giglio, part of a protected sanctuary for dolphins, porpoises and whales. Some 500,000 gallons of fuel are on board the Costa Concordia cruise ship that ran aground Friday.

UK politicians say take two alcohol-free days a week

TOAST your health by not drinking alcohol for two days a week, says a report by British MPs.

"The evidence we received suggests that people should be advised to take at least two drink-free days a week," said Andrew Miller, chairman of the cross-party House of Commons Science and Technology Committee.

The booze break gives the liver a chance to regenerate, advice echoed in the US by the National Institute on Alcohol Abuse and Alcoholism. The UK government's current recommendations imply that people can safely drink every day if they remain within recommended limits.

Nick Sheron, a liver specialist at the University of Southampton, UK, supports the idea of giving the liver a weekly break, but says an annual "liver holiday" of four to six weeks is more likely to heal liver damage. He says the benefit of a weekly break is more psychological because it proves to people that they can regularly manage without alcohol, and avoids escalation of intake.

France rating could go lower, but no euro zone break up: S&P (Reuters)

BRUSSELS (Reuters) ? France risks another downgrade of its sovereign credit rating if its public debt and budget deficit deteriorate further, Standard & Poor's said on Saturday, a day after it cut the country's top-notch AAA rating by one notch to AA+.

"The deficits could increase from the relatively high levels where they are already and reach certain thresholds in the general government debt and deficit ratios, which might lead to another lowering of the rating," S&P credit analyst Moritz Kraemer told a conference call.

Kraemer said the ratings agency was not considering a breakup of the single currency area and that such a scenario was not being factored into its ratings decisions.

White House criticizes online piracy legislation (Reuters)

WASHINGTON (Reuters) ? White House officials raised concerns on Saturday about online piracy legislation in the works in Congress that top technology companies have decried as heavy-handed, saying a lighter touch would be better.

In a statement, three advisers to President Barack Obama said they believed the proposed Stop Online Piracy Act (SOPA) and other bills could make businesses on the Internet vulnerable to litigation and harm legal activity and free speech.

"Any effort to combat online piracy must guard against the risk of online censorship of lawful activity and must not inhibit innovation by our dynamic businesses large and small," said the officials, including White House cyber-security czar Howard Schmidt.

The House of Representatives' SOPA bill aims to crack down on foreign websites selling pirated U.S. movies, music or other counterfeit goods by allowing private parties to target the websites' advertisers and payment providers.

It has put Internet giants, consumer groups and free speech advocates in opposition to U.S. copyright industries, including Hollywood studios and music labels, that have long argued for tougher protection.

The search engine Google Inc told Congress in November the bill went too far and could depress investment. Along with leading online firms Yahoo!, Facebook, Twitter and eBay, it ran advertisements in major newspapers urging lawmakers to rethink their approach.

Proponents of the legislation argue that current U.S. laws leave few options for copyright holders whose products end up on foreign websites.

Lamar Smith, a Texas Republican who chairs the House judiciary committee, said the bill went after those who steal U.S. technology and products and distribute them illegally.

"It is not censorship to enforce the law against foreign thieves," Smith said on Saturday, estimating that intellectual property industries provide 19 million high-paying U.S. jobs and account for more than 60 percent of American exports.

"Congress cannot stand by and do nothing while some of America's most profitable and productive industries are under attack," he said in a statement responding to the White House.

Smith, in an interview with Reuters on Thursday, vowed to press ahead with the bill.

'WORST OFFENDERS'

Under the SOPA bill, if a judge agrees that websites offer material that violates U.S. copyright laws, Internet service providers could be required to block access to foreign sites and U.S. online advertising networks could be required to stop ads and search engines barred from directly linking to them.

The U.S. Chamber of Commerce said on Saturday it strongly supported the House legislation as well as the "Protect IP Act" in the Senate, calling both "narrowly targeted bills designed to target the worst of the worst offenders."

"Given the broad consensus that this issue needs to be addressed, it is time to come together and adopt strong legislation that ends the ability of foreign criminals to prey on innocent consumers and steal American jobs," it said.

Schmidt and the other advisers said the Obama administration was ready to work with lawmakers on a narrower, more targeted approach to online piracy to ensure that legitimate businesses - including start-up firms - would not be harmed.

They also said online firms and Internet providers should adopt voluntary standards to clamp down on piracy, an approach that Republicans in Congress and many companies have said lacks the teeth to have an impact.

Saturday's statement did not make clear whether Obama would veto the piracy legislation if it reaches his desk, something the White House would likely spell out more formally ahead of a vote in Congress.

Sherwin Siy, deputy legal director of the consumer rights group Public Knowledge, called on lawmakers to set aside the existing bills and get to work on a new "consensus bill" responding to the White House concerns.

"The messages being sent by the public in opposition to this bill are finally getting through to Washington," Siy said.

Again, those who have followed the church won?t be surprised by this. Last spring, church authorities publicly supported a comprehensive immigration reform bill in Utah that was opposed by anti-immigration activists. In June, the church issued a statement declaring that the ?Church of Jesus Christ of Latter-day Saints is concerned that any state legislation that only contains enforcement provisions is likely to fall short of the high moral standard of treating each other as children of God.? But for those who have equated the positions of Mitt Romney or the Republican Party with those of all Mormons, this attitude toward immigration may seem unexpected. (Romney himself is, unsurprisingly, hugely popular among Mormons, according to the survey: 86 percent of the respondents who were also registered voters viewed him favorably. Only 50 percent of those respondents like Jon Huntsman, the other Mormon presidential candidate?and just 22 percent like Harry Reid, the Democratic senator from Nevada, also a Mormon.)

Obama takes on big government: `It has to change' (AP)

WASHINGTON ? Seeking more power to shrink the government, President Barack Obama on Friday suggested smashing six economic agencies into one, an election-year idea intended to halt bureaucratic nightmares and force Republicans to back him on one of their own favorite issues.

"The government we have is not the government we need," Obama told business owners he'd gathered at the White House.

Sounding like a manager of a disorganized company, and looking like one by pointing to slides as he spoke, Obama asked Congress to give him a kind of reorganization power no president has had since Ronald Reagan. It would guarantee Obama a vote, within 90 days, on any idea he offers to consolidate agencies, provided it saves money and cuts the government.

His first target: Merging six major trade and commerce agencies into a one-stop-shopping department for American businesses. The Commerce Department would be among those that would seek to exist.

Congress would keep the final say, but Obama would have a stronger hand to skip much of the outside lobbying and fighting and get right to a vote.

Attacking senseless duplication across the executive branch he runs, Obama said: "Why is it OK for our government? It's not. It has to change."

Politically, Obama is seeking advantage on the turf often owned by Republicans: Smaller government. He is attempting to directly counter Republican arguments that he has presided over the kind of regulation, spending and debt that can undermine the economy ? a dominant theme of this year's debate and one often cited by his potential re-election rival, Republican Mitt Romney.

Obama put himself on the side of business people who deal with the government as part of their daily life and are exasperated by a maze of agencies, permits and Web sites.

"We can do this better," he told them. "So much of the argument out there all the time is up in 40,000 feet, these abstract arguments about who's conservative or who's liberal. ...You guys are just trying to figure out, how do we make things work? How do we apply common sense? And that's what this is about."

In making his case, the president sought to target the design of the bureaucracy as the problem, not the employees who serve it.

Congressional reaction seemed generally favorable, but cautious.

Republicans skeptically pointed to Obama's past promises as the size of the nation's debt keeps growing.

"It's not often that we see real proposals from this administration to make government smaller," said Rep. Fred Upton, the Michigan Republican who is chairman of the House Energy and Commerce Committee. "I look forward to reviewing the proposal, and hope that it will be the first of many to unravel the red tape."

Indeed, Obama promised more plans to shrink things if given more power, citing inefficiencies all across the government.

Obama had an imperative to deliver. He made the promise to come up with a smart reorganization of the government in his State of the Union speech last January.

He made some waves at the time by pointing out the absurdity of government inefficiency, noting fresh water and saltwater salmon were regulated by different agencies.

The White House said the problem is serious for consumers who turn to their government for help and often do not know where to begin.

Not in decades has the government undergone a sustained reorganization of itself. Presidents have tried from time to time, but each part of the bureaucracy has its own defenders inside and outside the government, which can make merger ideas politically impossible. That's particularly true because "efficiency" is often another way of saying people will lose their jobs.

House Minority Leader Nancy Pelosi, D-Calif., said she hoped Congress would quickly approve Obama's proposal, which she said tracked with worries Democrats have been hearing from small business owners. Many lawmakers of both parties expressed support in principle but wariness about how programs and the prerogatives of Congress may be affected.

Beyond the politics, the merger Obama offered would have big implications for trade and commerce in America.

Presidents held a fast-track reorganizational authority for about 50 years until it ran out during Reagan's presidency in 1984, the White House argued.

Obama wants to merge: the Commerce Department's core business and trade functions; the Small Business Administration; the Office of the U.S. Trade Representative; the Export-Import Bank; the Overseas Private Investment Corporation; and the Trade and Development Agency.

The White House says 1,000 to 2,000 jobs would be cut, but the administration would do so through attrition. The administration says the consolidation would save $3 billion over 10 years by getting rid of duplicative overhead and programs, although it has yet to spell out any plan in detail.

Obama's announcement treads on ground that Romney, the Republican front-runner for the GOP presidential nomination, frequently stakes out on the campaign trail. Romney often says he would try to shrink government by eliminating offices that duplicate functions performed somewhere else, citing as examples more than 80 different workforce training programs.

Brendan Buck, a spokesman for House Speaker John Boehner, R-Ohio, said streamlining government was always a potentially good idea but expressed suspicion about whether the plan by Obama would really help business. Don Stewart, spokesman for Senate Minority Leader Mitch McConnell of Kentucky, pledged Obama's plan would get a careful review.

But he added: "It's interesting to see the president finally acknowledge that Washington is out of control."

School Has Right to Disallow High School Senior's 'Sexy' Photo (ContributorNetwork)

COMMENTARY | According to ABC News, a high school senior in Durango, Colo., has become newsworthy in the aftermath of her school's rejection of her proposed senior yearbook photo. Sydney Spies feels that her freedom of expression is being denied and has, with her family, planned to retain an attorney.

She has little ground to stand on, I think.

First of all, a high school yearbook is under no obligation to publish one's freedom of expression. If you want your photo in the book you must submit one that conforms to expectations. If you refuse to do that, you can publish your photo elsewhere: Social media, blogs, fliers about town, or even make your own yearbook.

Secondly, the yearbook allowed Spies to submit a different photo for publication in the same section of the yearbook. Spies' original photo did not get her banned from the senior photo pages. She is not, therefore, being punished in any way -- no life, liberty or property was taken from her. She is still entitled to the same few square inches under Spies, Sydney that had been granted originally.

Third, the "racy" photo in question was not destroyed or confiscated. The yearbook is allowing that same photo to be published in the yearbook ... just not under the senior pictures section. Spies' expression, in the form of her original photo, is not being altered. Only the venue has been changed, and not in a drastic way. It is the equivalent of peaceful protesters being moved two blocks from their original protest location -- annoying, yes, but not necessarily unconstitutional.

Finally, there is good reason to disallow high school seniors from testing the waters in terms of their senior photo submissions: Letting a few "racy" or "revealing" photos slip through one year could mean a multitude of questionable photos the following autumn, with each rejection eliciting outrage. Angry students and parents would descend upon district offices in a collective huff.

And aside from creating an inevitable showdown with teens who wanted more "free" poses and outfits in their senior photos, a further conflict arises with teens and parents who want modest, conservative photos. Should a conservative, modest teen have to cringe every time he or she shows his or her yearbook to parents, grandparents, and other relatives, angry that the pages are strewn with wild, wacky, and near-inappropriate photos?

Penn State officials: Two-month search for coach was 'deliberate' for a reason

Penn State's search for a coach, which lasted nearly two months, finally ended Friday when the school hired Bill O'Brien to fill the 26th, and final, opening in college football. Still, members of Penn State's search committee said that precision was more important than speed, though they didn't consider their 58-day process too long, anyway.

"I come from the academic side of the house," said John Nichols, professor emeritus of communications and international affairs at Penn State and a member of the six-person committee. "For us, a two-month search, that's breaking the sound barrier."

At Saturday's press conference to announce O'Brien's hiring, both interim Penn State President Rodney Erickson and acting athletic director Dave Joyner used the words "careful" and "deliberate" to describe the search that led them to the New England Patriots' offensive coordinator.

Elsewhere in college football, hires went swiftly by comparison. Illinois chose Tim Beckman 12 days after firing Ron Zook. Kansas replaced Turner Gill with Charlie Weis in 12 days as well. And Ohio State ended Luke Fickell's one-year interim run by hiring Urban Meyer two days after the regular season ended.

But Joyner, who led the committee, said that finding Penn State's first new head coach since 1966 required a measured process. "We took our time on purpose," he said.

"This is a very important hire for Penn State for many reasons," Joyner added. "The search committee set out to find the right fit for Penn State, someone who will extend our legacy of academic and athletic excellence."

Joyner divulged few details of the process, though he did say O'Brien was the only coach to whom he offered the job. Only several people acknowledged interviewing, including Penn State's Tom Bradley and Larry Johnson Sr., who will remain as defensive line coach. Tennessee Titans head coach Mike Munchak and Green Bay Packers quarterbacks coach Tom Clements were among those reportedly on Penn State's search list as well.

Joyner called reports that coaches "ran away from this job" incorrect. Former Penn State linebacker Shane Conlan, who spoke with Joyner during the search, said that he knew "for a fact" that Penn State had some "really good applicants," though he declined to name them.

"Not guys out of work or retired, but I'm talking about solid guys already at programs looking for an upgrade," Conlan said. "I don't think [the Jerry Sandusky scandal] scared off anybody. Maybe the timing of it, maybe the hire taking longer than people expected it to go. This is a prime-time job."

Ultimately, the search committee maintained its deliberate pace because of the circumstances surrounding the position. O'Brien replaced Joe Paterno, who built Penn State football into a national brand but was fired after 46 years as the Jerry Sandusky scandal emerged.

The committee, formed Nov. 28, included representatives from athletic, business and academic backgrounds. Nichols called the committee unique in college football, since many programs turn over their searches to outside consulting firms.

"President Erickson said, 'These are special times. We find ourselves in deep trouble here, and we're going to do this right. We're going to have a search committee and we're going to have some pointy-headed academics on it,'" Nichols said.

Nichols, who co-chairs a college sports reform organization called the Coalition on Intercollegiate Athletics, said the committee was not merely a "rubber-stamp" group. Nichols said he interviewed O'Brien three times, individually and through Skype. The group also sought recommendations from many who knew O'Brien and had several conversations with Patriots head coach Bill Belichick.

Joyner made the initial contact with O'Brien early in the process, and committee members said O'Brien kept "creeping up the list" after that. O'Brien advanced to the top during Penn State's week at the TicketCity Bowl in Dallas, and the process moved from there.

"If the choice was the danger of losing two, three or four recruits and hiring somebody quickly that we're not 100 percent about and could get us into deeper trouble?," Nichols said before pausing. "What, have these people [who questioned the time frame] been under a rock for the last two-and-a-half months?"

Nichols said that the committee performed a thorough background check on O'Brien because it was "looking for somebody with the highest level of integrity." That became even more important following the charges against Sandusky and perjury charges against two university officials, including athletic director Tim Curley (currently on administrative leave).

"I guarantee you that we know every parking ticket [O'Brien] has," Nichols said. "? Given the current circumstances, to make a hire quickly without the due diligence, and later discovering that there is a problem, that would have been bad in any circumstance. But for it to happen now at Penn State would be intolerable."

Nichols later added, "Bill O'Brien has the highest level of integrity. If my guarantee doesn't come through, I would be thunderstruck."

Noteworthy: O'Brien met with the team Sunday before returning to the Patriots. At the meeting, players confirmed that linebackers coach Ron Vanderlinden will remain with the team. Vanderlinden joins defensive line coach Larry Johnson Sr. in staying.

In addition, Charles London will join Penn State's staff as running backs coach, the Nashville Tennessean reported. London coached with O'Brien at Duke in 2005-06. The former Duke running back was an offensive assistant/quality-control coach with the Tennessee Titans last season. He also was a scout for the Philadelphia Eagles from 2007-09.

Bahrain overturns death sentences for 2 protesters (AP)

MANAMA, Bahrain ? A civilian court in Bahrain overturned death sentences Monday for two protesters convicted of murdering two policemen during a wave of anti-government demonstrations last year.

Their sentences had been handed down by a special security court set up under a period of emergency law last year as Bahrain's Sunni rulers sought to silence a Shiite-led campaign for greater civil and political rights. International rights groups had criticized Bahrain for trying protesters, opposition leaders and activists in the military-linked tribunal, which was later abolished.

By moving their case and others to civilian courts, the government appears to be following through on at least some of the recommendations from a panel of international investigators who accused Bahrain of rights abuses during the crackdown, including denying fair trials to protesters.

Two other high-profile cases were back in court Monday, including the retrial of doctors and other medical professionals who treated protesters injured in the crackdown.

The Shiite-led protest movement was ignited last February by the uprisings sweeping the Arab world. At least 40 people have died.

Bahrain's Sunni monarchy got help from Saudi Arabia in cracking down on the movement. Both nations fear that regional rival and Shiite power Iran is aiding the unrest.

Bahrain is a critical U.S. ally and is home to the U.S. Navy's 5th Fleet. Washington has taken a cautious line with authorities, urging Bahrain's leaders to open more dialogue with the opposition but avoiding too much public pressure.

The decision to overturn the two death sentences Monday was made by the Cassation Court, said Hassan Radhi, a lawyer for one of the defendants. The decision moves their case to the supreme court for an appeal.

In the earlier case against medical workers, more than 20 doctors and nurses had been convicted of participating in efforts to overthrow the ruling Al Khalifa family in the special security tribunal. They received prison sentences of five to 15 years.

The court set another hearing in their case for March 19.

In another case, five members of an alleged terror cell were arraigned Monday. They denied charges of working with a foreign country to overthrow the ruling dynasty.

Prosecutors claim they had contact with Iran's powerful Revolutionary Guard and planned attacks against high-profile sites in the Gulf kingdom, including the Saudi Embassy and a causeway linking the island of Bahrain to Saudi Arabia.

The five defendants were detained in November. Four were arrested in neighboring Qatar, and one was taken into custody in Bahrain.

Another hearing in the case is set for Jan. 25.

The accusations of their links to the Revolutionary Guard ? which is closely tied to Iran's ruling clerics ? had drawn parallels with U.S. claims last year that an elite unit of the Guard was involved in a foiled plot to assassinate the Saudi ambassador in Washington. Iran has denied the American charges.

China paper calls U.S. a "troublemaker" for defense strategy (Reuters)

BEIJING (Reuters) ? China's state media stepped up its criticism on Saturday of the United States' planned strategic shift into Asia, accusing Washington of being a "troublemaker" responsible for mounting tensions in the region.

The commentary in the overseas edition of the People's Daily echoed the angry comments by the Global Times newspaper on Friday following U.S. President Barack Obama's announcement that Washington will expand its military presence in Asia.

The U.S. defense strategy was flagged late last year and is a clear sign of U.S. commitment to the region. U.S. allies and analysts said, however, that China had nothing to fear from the new policy.

In the commentary, Rear-Admiral Yang Yi wrote "it was clear that the new defense strategy was targeting China and Iran."

"Since the United States began emphasizing in 2009 its 'return to Asia', a variety of events that have threatened regional security have happened, turmoil in the region has occurred one after the other," Yang wrote in a front-page commentary.

"Anyone with an inkling of strategy in their minds can easily see who the region's security 'protector' is, who is the 'troublemaker' for the region's security."

Comments in the overseas edition of the People's Daily, a small circulation edition of the Communist Party's official paper, do not amount to government policy positions, but broadly reflect official thinking.

China is concerned Washington's new defense posture, as it turns away from wars in Iraq and Afghanistan, is aimed at encircling it.

The Global Times, a popular tabloid with a nationalist bent, said on Friday that China must not give up on its security presence in Asia.

Still, China's response to the United States' push to shore up its security presence in Asia was largely restrained last year. After disputes with neighbors in 2010 and with an impending succession preoccupying the Communist Party, Beijing policy-makers have avoided diplomatic fireworks.

The United States has said it will seek to work with China but will continue to raise security issues like disputed sovereignty in the South China Sea, through which $5 trillion dollars in trade sails annually.

The sea is claimed wholly or in part by China, Taiwan, the Philippines, Malaysia, Vietnam and Brunei. China is seen as increasingly assertive on the high seas, with several incidents in the region in the past year.

`Sherlock' star defends TV show's nude scene (AP)

PASADENA, Calif. ? Benedict Cumberbatch is shrugging off British newspaper criticism of his female co-star's nude scene in TV's latest season of "Sherlock."

It may be an effort to sell papers, he said, but it also helps the drama about a modern-day Holmes that will air its second season in the United States this May on PBS' "Masterpiece Mystery!"

"It's great publicity, isn't it?" Cumberbatch told the Television Critics Association on Thursday. "I think there's an awful lot of support for the way that we did it (the scene) and the taste that we did it with. And if it creates more interest in the program, thank you very much for that."

In this week's BBC-aired episode titled "A Scandal in Belgravia," Holmes has a close encounter with a whip-smart dominatrix, Irene Adler (Lara Pulver), who gets under his skin by flashing much of hers. Some detractors said the scene was too racy to air early in the evening, when children are more likely to be watching TV.

"It's not supposed to be a source of stimulation for the audience," Cumberbatch said. "It's supposed to throw his (Holmes') radar off, which is exactly what it does."

He played it coy on whether the hit series about Conan Doyle's great detective and sidekick Dr. Watson (Martin Freeman) will return for a third season. The actor has become a hot property with film credits including "Tinker Tailor Soldier Spy" and "War Horse."

During a Q&A by satellite from London, Cumberbatch pretended to seek legal counsel when asked if he would sign on for more "Sherlock." He also consulted another fictional lawyer when queried about his role in the forthcoming "Star Trek" sequel from filmmaker J.J. Abrams.

"I'm just getting my head around the fact it's happened. ... I'll give you my headline on it, which is, `I'm over the moon.'"

Cumberbatch, who's going to the London premiere of "War Horse" this weekend, said Prince Charles also is expected to attend. "I work for him," the actor added," as ambassador for the Prince of Wales Trust that aids disadvantaged youth.

Adding more weight to that naming speculation is the ?HD? logo on the phone, shown in the lower left image below.

NY Gov. Cuomo sets aggressive agenda for 2nd year (AP)

ALBANY, N.Y. ? While outlining an aggressive agenda to boost New York's economy during his second year in office, Gov. Andrew Cuomo advocated several measures to help the poor and dispossessed such as better access to food stamps, new offices to protect tenants' rights and help homeowners avoid foreclosure, establishing a health insurance exchange and improving care for disabled adults.

After a first year widely praised as both fiscally conservative and progressive in breaking years of political gridlock to legalize gay marriage and cut the state deficit, his sophomore address Wednesday contained plans for the nation's largest convention center in New York City and a $1 billion jobs initiative for the long distressed city of Buffalo.

"Our challenge for 2012 is this: How does government spur job creation in a down economy while limiting spending and maintaining fiscal discipline?" Cuomo said. In the nearly hour-long speech to legislators and almost 2,000 others, he called for leveraging state resources to spur private investment. "It all comes down to jobs. ... That's what people need in this state."

He acknowledged that some New Yorkers need more than that.

"We still have, in this state, children who go hungry," Cuomo said, noting that one in six live in homes without enough food. He said 30 percent of New Yorkers eligible for food stamps, about 1.4 million people, don't get them, leaving more than $1 billion in federal funds unclaimed annually, and the state should help remove barriers and stigma and end fingerprinting as a requirement, he said.

The Department of Financial Services will soon include a Foreclosure Relief Unit to provide counseling and mediation, while New York State Homes and Community Renewal will create a Tenant Protection Unit to proactively enforce landlord obligations, Cuomo said. He called for passing legislation to establish a health insurance exchange to help 2.7 million uninsured people, mostly workers and their dependents, get coverage.

Assembly Speaker Sheldon Silver, who addressed the group earlier, said one of his top priorities will be to raise the minimum wage, stuck at $7.25 an hour for years, or about $15,000 a year for full-time work. The minimum wage in three neighboring states ranges from $8 to $8.47. Silver also proposed eliminating taxes for working families earning less than $25,000.

"In recent years, the ladder to success has fallen into disrepair and our middle class is dwindling," Silver said. The minimum wage is the first rung, he said.

Less than a month after his 54th birthday, Cuomo's second State of the State speech came as he enjoys the same record-high approval ratings that rushed him into office in 2010.

As with his father, Gov. Mario Cuomo, Andrew Cuomo's every major speech is parsed nationwide by those handicapping future presidential runs.

"He was absolutely presidential," said Hank Sheinkopf, a national political adviser who worked in the Clinton White House, where Cuomo served as housing secretary. "Few governors in the country have plotted such an aggressive course ... It was a perfect speech because it was populist, progressive, patriotic, pomp and just plain guts."

The speech titled "Building a New New York with You" includes plans for a $4 billion convention center and hotel complex at the Aqueduct racetrack in Queens to be built by a private developer; a new commission to force "an overhaul" of public education, including teacher evaluations; a jobs program including a massive road and bridge effort; $1 billion in incentives to lure jobs to Buffalo; and voluntary public financing of political campaigns.

"Let's build the largest convention center in the nation, period," Cuomo said. "We'll go from No. 12 to No. 1 because that's where we deserve to be, the No. 1 state in the nation."

Republican Senate leader Dean Skelos also spoke, calling Cuomo his friend, and noted their successful relationship last year is because many of the Democrat's goals were long-time goals of Republicans. "Let's make this session even more productive than the last one," Skelos said.

New York City Mayor Michael Bloomberg said afterward that he strongly supported Cuomo's proposals Wednesday for a new lower pension tier for future public workers, taking DNA samples from all convicted criminals and cutting unfunded municipal mandates, and he agreed New York City needs a bigger convention center. "Aqueduct would probably make a decent location," he said, noting it has the advantage of available land.

Cuomo didn't mention two of the most controversial issues facing the Legislature: Independent redrawing of election districts that could threaten the Republicans' slim majority in the Senate, and the regulation of "hydrofracking" for natural gas upstate that concerns Assembly Democrats and environmental groups. Both, however, were part of his written talking points; they briefly mentioned that he still supports independent redistricting and is awaiting thorough review of the gas drilling technology, which uses water laced with chemicals and sand to break through rock formations and extract the gas.

"I'm not surprised, because they are political hot potatoes," said Assembly Republican leader Brian Kolb.

Cuomo's first whirlwind year as governor included landmark legislation, including the legalization of gay marriage, a cap on the growth in property taxes, and a millionaire tax that includes a modest but rare cut in taxes for the middle class. He also made a rare cut in state spending and addressed a $10 billion deficit in a timely budget in the spring, while working closely with the Senate's Republican majority.

For 2012, Cuomo said he will not raise taxes or fees, the same pledge he made in the 2010 campaign and through 11 months of his administration, only to relent in the face of a rising deficit and pressure from Assembly Democrats.

The Samsung Exhibit II 4G is a nice, if low-key update to the original model. But there's a twist: This time around, T-Mobile is promoting it in both prepaid ($199.99) and standard two-year contract versions ($29.99). Either way, if you're on a tight budget, you can get a solid Android cell phone.

Design, Call Quality, and Apps
The Exhibit II 4G measures 4.5 by 2.4 by 0.5 inches (HWD) and weighs 4 ounces. The dark blue plastic, tapered edges, and textured plastic back panel make the Exhibit II 4G comfortable to hold and talk on. It looks more like a standard slab-style touch screen phone than the previous model did, as it loses the distinctive (if ultimately pointless) pinched chin at the bottom. In exchange, it gets a bigger screen. The 3.7-inch, 480-by-800-pixel display looks sharp and bright, and the slight uptick in size makes typing more comfortable than before, especially in portrait mode.

The Exhibit II 4G is a quad-band EDGE (850/900/1800/1900 MHz) and tri-band HSPA+ 21 (850/1700/2100) device with 802.11b/g/partial-n Wi-Fi. It also supports Wi-Fi calling, which is one of our favorite T-Mobile features. Voice quality was fine overall, with a clear if somewhat hollow tone in the earpiece, decent gain for loud outdoor environments, and average reception. Transmissions through the mic sounded clear.

Calls sounded fine through a Jawbone Era Bluetooth headset ($129, 4 stars). There's no voice dialing over Bluetooth, which makes hands-free use while driving perilous. The speakerphone was fine for quiet environments but could have used more volume. Battery life was fine at 9 hours and 37 minutes of talk time, in a mix of less-demanding 2G and Wi-Fi modes.

You get a lightly modified version of Android 2.3.5 (Gingerbread), including Samsung's TouchWiz overlay. There's no word yet on an Android 4.0 (Ice Cream Sandwich) update, despite Samsung's pledge at Google I/O back in May. The 1GHz Qualcomm Snapdragon MSM8255 CPU is a tad faster than the 1GHz Samsung Hummingbird CPU found in the first Exhibit, resulting in a roughly five percent improvement across the board in our benchmark tests. Neither single-core chip will compete with top-end handsets, but the Exhibit II 4G feels quite responsive in day-to-day use. It should also have no problem running most of the 300,000+ third-party apps in the Android Market.

Samsung Media Hub lets you rent or purchase movies and TV shows; you can also share the content on up to five compatible Samsung devices. T-Mobile also preloads its own live and on-demand TV app. There's a fair amount of bloatware, along with useful preloaded apps like Google Maps Navigation for free, voice-enabled turn-by-turn GPS directions, plus Polaris Office for basic Word and Excel file editing, Zinio Reader, and Yelp.

Multimedia, Camera, and Conclusions
The top edge holds a standard-size 3.5mm headphone jack. My 32GB SanDisk microSD card worked fine in the memory slot, which Samsung located underneath the stiff battery cover. There's also 1.02GB of free internal device storage. This is a fun media player; music tracks sounded clear through Samsung Modus HM6450 Bluetooth headphones ($99, 4 stars), and the music app works smoothly and displays large album art thumbnails. Standalone H.264 and MP4 videos played nicely in full screen mode up to 720p; 1080p files wouldn't transcode on the fly, but that's a minor issue.

The 3-megapixel auto-focus camera has an LED flash; there's also a front-facing VGA (0.3-megapixel) camera for video chats. The camera remains the Exhibit II's weak link; it's fine for throwaway photos, but they all looked overexposed, and there wasn't enough detail. Standalone videos fared better; while they maxed out at 640-by-480-pixel resolution, they played smoothly at 30 frames per second and looked reasonably balanced overall.

As long as you don't need your phone to replace your camera, the Samsung Exhibit II 4G is a solid buy. The white HTC Wildfire S (Free, 3.5 stars) offers a smaller form factor and HTC's useful Sense UI overlay, but it trails the Exhibit II 4G in overall performance. The newer LG-built T-Mobile myTouch (Free, 3.5 stars) is closer to the Exhibit II 4G, with similar specs across the board; it has a slightly better camera, but its UI isn't quite as smooth as the Exhibit II 4G's. Our favorite touch screen smartphone on T-Mobile remains the far more expensive Samsung Galaxy S II ($229.99, 4.5 stars), with its fast dual-core performance, beautiful 4.5-inch screen, HSPA+ 42 data speeds, and its powerful 8-megapixel camera with 1080p video recording. But if you're on a budget, you'll be very happy viewing this Exhibit.
